Congreso’s Housing Stability Case Management Programs work with individuals and families transitioning from emergency or transitional housing into stable housing. Landlords and property managers can play an important role by offering available rental units to households participating in the program.

Why Partner with Congreso?

- Guaranteed Rent Payments from Congreso: Each month, landlords receive Congreso’s portion via ACH transfer, deposited directly into their bank accounts to ensure reliable and timely payments.
- Support for Tenant-Landlord Relationships: We provide ongoing support to help resolve issues, improve communication, and maintain a stable, positive relationship between tenants and landlords

Rent Standards
Congreso uses the U.S. Department of Housing and Urban Development (HUD) Fair Market Rent (FMR) standards when determining allowable rental amounts for Rapid Rehousing.
Rental units must meet program requirements and be reviewed by Congreso as part of the housing placement process. Units must also pass inspection. This comes at no cost to the property team.

Rental Improvement Fund – PHDC’s Rental Improvement Fund (RIF) offers loan products to small landlords to repair their rental properties. Loans are eligible for full forgiveness.
