The 2026-2027 LIHEAP Season is scheduled to open on November 2, 2026. PGW Hardship applications have closed until further notice.

The Benefits program is a one-stop shop for assistance with LIHEAP and other utility assistance programs. We are committed to making sure Philadelphians are saving money on their utility bills by providing low-income households information on energy conservation techniques to lower utility bills, utility assistance and weatherization programs available to low and moderate-income families, and developing a budget to manage household expenses. 

To apply for utility assistance, please use this link or click the button below. Our intake team will review the referral, connect with the client to assess their needs and schedule an appointment via PA Navigate.

Program Hours: Mondays through Thursdays 8:30am-3:30pm

Eligibility Requirements

Low to Moderate income and must have the following documents:

  • Photo ID for everyone 18 and older in the household
  • Social Security Cards for everyone in the household
  • Recent Income for everyone in the household
  • Recent Utility Bills (Water, Gas & Electric)
  • Shut Off Notice (if applicable)
